O ministro da Fazenda, Fernando Haddad, disse nesta quinta-feira, 2, estar otimista em relação ao cumprimento das metas fiscais do governo e que o grupo técnico da pasta tem sido conservador, adotando sempre as menores previsões de arrecadação para não frustrar expectativas. Até por isso, segundo ele, o Orçamento do próximo ano está sendo feito sob bases “sólidas”.

Haddad negou ainda que a proposta de reforma tributária em negociação no Congresso e o projeto para modificar a tributação sobre renda e patrimônio – que deve ser apresentado até o fim do ano – tenham o objetivo de aumentar a arrecadação para garantir o cumprimento das metas fiscais. O novo arcabouço (que ainda depende de votação na Câmara) prevê déficit público zero já a partir de 2024.

Segundo Haddad, o ajuste fiscal de momento tem sido feito por meio de redução de gastos tributários, retomada de questões antigas – como marco de garantias e o sistema de votação do Conselho Administrativo de Recursos Fiscais (Carf) – e acabando com “penduricalhos”, termo usado em referência a renúncias fiscais consideradas indevidas por terem baixo impacto social.

Haddad disse que a autarquia poderia dar um “retorno” em relação aos esforços do governo na área econômica, como a apresentação do marco fiscal ao Congresso e avanços relativos à reforma tributária.

“O que se espera é que haja uma reação compatível. Do ponto de vista da autoridade monetária, se espera um retorno do esforço que foi feito. Evidentemente, do meu ponto de vista, há algum tempo temos espaço para caminhar para a mesma direção (de baixa da taxa de juros)”, disse Haddad. A próxima reunião do Comitê de Política Monetária (Copom) do BC acontece no início de agosto.
