BRASÍLIA, DF (FOLHAPRESS) – O corte de tributos federais para incentivar a compra de automóveis até R$ 120 mil pode ter um custo de até R$ 990 milhões até o fim deste ano, segundo interlocutores do governo ouvidos pela reportagem.
Caso a duração do programa seja menor, de quatro meses, o custo ficaria em cerca de R$ 560 milhões, de acordo com estimativas preliminares.
Os números ainda estão sendo fechados e dependem do que o governo conseguir de medidas de compensação, para atender às exigências da LRF (Lei de Responsabilidade Fiscal).
A medida foi anunciada nesta quinta-feira (25) pelo vice-presidente Geraldo Alckmin (PSB), que também é ministro do Desenvolvimento, Indústria, Comércio e Serviços. Segundo ele, serão reduzidas as alíquotas de IPI (Imposto sobre Produtos Industrializados) e PIS/Cofins.
Os atos, porém, ainda estão em fase de debate e elaboração. Nas discussões técnicas, há também tratativas para reduzir o IOF (Imposto sobre Operações Financeiras) sobre os financiamentos de veículos.
nnnnO IPI e o IOF são tributos regulatórios, o que significa que o governo pode cortar suas alíquotas sem necessidade de medida de compensação. Já a redução de PIS/Cofins demanda a apresentação simultânea de outra iniciativa para repor a arrecadação perdida.
nnnnUm dos cálculos apresentados pelo MDIC ao Ministério da Fazenda apontava um custo de R$ 819 milhões só com a redução na cobrança de IPI e IOF por sete meses -cerca de R$ 117 milhões ao mês.
nnnnUm grupo dentro do governo cita a possibilidade de o desconto recair apenas sobre esses dois tributos, dada a dificuldade de encontrar uma medida compensatória para o corte no PIS/Cofins. Outra ala, porém, diz que permanece a intenção de dar descontos também sobre PIS/Cofins, como anunciado.
Segundo um interlocutor da equipe econômica, o desenho das ações ainda está sendo finalizado e será “o possível” conforme o “valor disponível”.
O ministro Fernando Haddad (Fazenda) disse, em entrevista à GloboNews, que o programa deve durar “três ou quatro meses”. O desejo inicial do MDIC era que o programa se estendesse até o fim do ano, mas a pasta está aberta a negociar um prazo menor.
A medida é vista como uma política anticíclica, capaz de ajudar a impulsionar a atividade econômica num momento de desaceleração.
Há inclusive o argumento de que o impulso às vendas pode reduzir o impacto para as contas. Como o desconto não é integral sobre os impostos, o MDIC calcula que o aumento na comercialização pode proporcionar um ganho de receita.
nnnnO cálculo foi feito como forma de apresentar um argumento favorável ao incentivo, embora essa projeção de receita não possa ser usada como compensação legal para efeito da LRF.
O pacote anunciado pelo governo quer reduzir o preço dos carros de entrada para menos de R$ 60 mil. Hoje, o modelo mais barato vendido no Brasil é o Renault Kwid na versão Zen, que custa R$ 69 mil.
Os descontos levarão em conta três fatores e poderão chegar a até 10,96% do valor do veículo: a produção nacional das partes, a eficiência energética e o preço do automóvel.
nnnnO Ministério da Fazenda tem um prazo de 15 dias para apresentar os detalhes do pacote, mas Haddad já indicou que pretende concluir as tratativas antes disso.
nnnnA esperança da Anfavea (Associação Nacional dos Fabricantes de Veículos Automotores) é de que o pacote tenha duração de 12 meses, mas a Fazenda indicou que deve durar menos tempo.
