nSete anos paralisado, o Conselho Nacional de Desenvolvimento Industrial (CNDI) retoma suas atividades nesta quinta-feira, 6, sob forte pressão da indústria brasileira. O presidente Luiz Inácio Lula da Silva, que pôs o vice-presidente Geraldo Alckmin no comando do ministério que atende ao setor, assumiu o governo com a promessa de recuperar as bases industriais do País, num cenário de reclamação de falta de investimentos, de carência de estímulos à inovação e de concorrência desleal em relação a produtos que chegam de fora.nnAlém de apresentar oficialmente as sete missões definidas pelo comitê executivo do CNDI em maio, o governo também quer levar no encontro de hoje as fontes e os volumes de recursos disponíveis para financiar o fortalecimento industrial nos próximos quatro anos.nnO Estadão/Broadcast conversou com empresários que representarão a iniciativa privada no “Conselhão da Indústria”, que terá sua primeira reunião logo mais, a partir das 11h, com participação do presidente Luiz Inácio Lula da Silva, no Palácio do Planalto. A iniciativa é bem recebida no mercado. Em comum, executivos enxergam no colegiado uma oportunidade de institucionalizar o debate sobre a chamada “neoindustrialização”, como Alckmin tem classificado a política industrial que será elaborada até o fim do ano.nnEles têm, contudo, pressa em saber da posição detalhada do governo em temas relativos à proteção da indústria nacional e o grau de disposição do Executivo em trabalhar em pacotes de incentivo ao segmento – além de estarem na expectativa pela aprovação da reforma tributária, que tem na indústria um forte apoiador.nnO presidente da Associação Brasileira da Indústria Química (Abiquim), André Passos Cordeiro, com assento no CNDI, classifica como “tempestade perfeita” o contexto vivido pelo segmento no último ano, em especial após a guerra na Ucrânia, que desestabilizou o mercado de fertilizantes e combustíveis.nnSegundo ele, a indústria brasileira já estava em desvantagem em razão da carga tributária e, no caso da química, pela transição energética feita em seus processos de produção – o que até o momento aumentou os custos, mas não representou aumento de competitividade.nn”Nossa carga tributária é maior do que dos que produzem fora daqui, mas também porque fizemos a transição e produzimos a partir de matriz mais custosa, por ser mais limpa. Temos que ver qual o tratamento que vamos dar para os produtos que entram no Brasil, de fora, mais emissores de gases”, disse Cordeiro ao Estadão/Broadcast. Segundo ele, a Abiquim tem expectativa de fazer no CNDI a discussão sobre como diferenciar nas importações brasileiras produtos mais emissores que os produzidos internamente.nn”A reforma tributária fará o dever de casa para o nosso mercado, o mercado de carbono fará também o dever de casa, mas estamos no mercado internacional e por isso é necessário ter uma política de comércio exterior, industrial, sintonizada com isso”, cobrou.nnSetor com importância econômica crescente do mundo, com peso ainda geopolítico, a indústria de semicondutores também terá espaço no CNDI. O presidente da Associação Brasileira da Indústria de Semicondutores (Abisemi), Rogério Nunes, disse esperar que o governo brasileiro declare no Conselhão da Indústria que o segmento é parte de uma política nacional.nn”Essa declaração é importante ao mundo”, disse Nunes, que listou uma série de demandas do mercado, como a atualização do Programa de Apoio ao Desenvolvimento Tecnológico da Indústria de Semicondutores (Padis) e a equalização de condição das empresas nacionais em relação à indústria externa.nn”Os incentivos e a política que se desenvolveu em torno do Padis buscam o mercado local. O que nós queremos, além da manutenção disso, é penetrar no mercado mundial, ganhar a exportação”, disse Nunes, segundo quem o Brasil já tem tecnologia de ponta no segmento de encapsulamento, o que pode ser potencializado para o País avançar no mercado mundial.nnPresidente da Associação Brasileira da Indústria de Máquinas e Equipamentos (Abimaq), José Velloso segue linha similar ao defender que a nova política industrial seja ligada a tecnologias de ponta, que agreguem produtividade ao setor.nn”Não adianta fazer política industrial para algo que não venha agregar tecnologia, que não venha melhorar a produtividade do trabalho do Brasil. E tem que ser mensurável, com metas e reexame de políticas”, disse o CEO da Abimaq, que também tem representação no CNDI e endossa o apoio à reforma tributária.nnPara Velloso, as missões definidas pelo CNDI em maio apontam para um desenho de política industrial na direção correta – o que também foi destacado pelos outros executivos à reportagem. São elas: Cadeias agroindustriais sustentáveis e digitais para erradicar a fome; Complexo da saúde resiliente para a prevenção e o tratamento de doenças; Infraestrutura sustentável para a integração produtiva; Transformação digital da indústria; Descarbonização da Indústria, viabilização da transição energética e bioeconomia; Tecnologias críticas para a soberania e a defesa nacionais; e Moradia e mobilidade sustentáveis para o bem-estar nas grandes cidades.nnNo total, 16 entidades industriais têm assento no CDNI, além de três centrais sindicais (CUT, Força e UGT), Embraer e do Instituto de Estudos para o Desenvolvimento Industrial (IEDI). Presidido pelo Ministério de Desenvolvimento, Indústria, Comércio e Serviços (MDIC), o colegiado é vinculado à Presidência da República.
