A reforma tributária em discussão no Congresso Nacional contempla a cobrança do futuro imposto sobre valor agregado por fora dos preços dos produtos e serviços. Atualmente, o ICMS incide sobre o próprio ICMS e sobre o PIS/Cofins.

Se aprovada a mudança, será possível saber exatamente qual o preço do produto sem imposto — o que será obrigatoriamente informado na nota fiscal da compra. E, consequentemente, o valor dos tributos será destacado.

Atualmente, a lei determina que as notas fiscais tragam, ao menos, um “valor aproximado dos tributos”. Mas não há certeza sobre o valor exato dos tributos por conta das dificuldades de cálculo.

Nas prateleiras do supermercado

Nos Estados Unidos e em outros países mais desenvolvidos, os produtos são anunciados nas gôndolas dos supermercados sem a cobrança dos impostos. Na hora do pagamento, são acrescidos os tributos, que aparecem na nota fiscal detalhada.

Os textos ainda não determinam se, no Brasil, os produtos aparecerão nas prateleiras também sem tributos, ou se continuarão sendo divulgados preços com os impostos já embutidos. Isso será definido posteriormente.

A tendência, segundo técnicos envolvidos na reforma tributária, é que seja informado somente o preço com impostos nas prateleiras para facilitar o cálculo da população e evitar surpresas na hora do pagamento. E que o valor do imposto seja discriminado na nota fiscal, emitida após o pagamento.
