DOHA, CATAR (FOLHAPRESS) – O governo dos Estados Unidos concordou em liberar US$ 6 bilhões (R$ 29,2 bilhões) em recursos congelados do Irã como parte de uma negociação para troca de prisioneiros, ocorrida nesta segunda-feira (18). A medida, considerada histórica, foi concretizada a despeito das tensões entre os países -Teerã é aliada da Rússia e da China na chamada Guerra Fria 2.0.
O acordo foi formalizado após dois anos de negociações que determinaram a troca de cinco prisioneiros de cada lado. Dois dos iranianos libertados já chegaram a Doha, a capital do Qatar, que intermediou os diálogos. De lá, eles deveriam partir para o Irã. Os outros três optaram por não voltar ao país do Oriente Médio, segundo a agência de notícias Tasnim -as autoridades não divulgaram o paradeiro deles.
Os americanos liberados também deveriam chegar à capital qatari nesta segunda. Segundo Washington, que não entrou em detalhes, eles haviam sido presos de forma injusta, e o descongelamento dos recursos foi uma das condições impostas para libertá-los. O regime do Irã se limitou a dizer que eles “estão bem”.
Um funcionário do governo americano disse à agência Reuters que o acordo não muda a relação de Washington com Teerã, mas que “a porta estava aberta” para conversas sobre o programa nuclear iraniano. O enriquecimento de urânio no Irã é alvo de preocupações da comunidade internacional -no ano passado, o regime disse que o país era tecnicamente capaz de fabricar uma bomba nuclear, mas que ainda não havia decidido se iria construir uma.
Sob a liderança de Barack Obama e Hasan Rowhani, Washington e Teerã assinaram, em 2013, um acordo nuclear. O tratado estipulou limites no enriquecimento de urânio, dificultou o acesso do país a combustíveis usados em armas nucleares, reduziu o número de centrífugas e programou inspeções da Agência Internacional de Energia Atômica. Como contrapartida, sanções econômicas foram aliviadas e US$ 100 bilhões em ajuda ao Irã foram liberados.
A vitória de Donald Trump à Presidência, porém, mudou tudo. Em 2018, o republicano, que dizia que o acordo beneficiava demasiadamente os iranianos em detrimento dos americanos, deixou unilateralmente o tratado e impôs novas sanções.
Ao longo do mandato, Biden tentou restabelecer o acordo, mas as negociações estagnaram. Em comunicado divulgado nesta segunda, a Casa Branca nega que o desbloqueio dos fundos iranianos seja o equivalente ao pagamento de um resgate. Segundo o governo do democrata, as sanções financeiras impedirão o Irã de gastar o dinheiro em qualquer coisa, exceto alimentos, remédios e outros insumos.
O acordo, porém, gerou críticas por parte dos republicanos, que acusam Biden de ajudar a financiar organizações extremistas -Teerã aparece na lista americana de países que patrocinam o terrorismo.
Os cidadãos norte-americanos com dupla nacionalidade a serem libertados incluem Siamak Namazi, de 51, e Emad Sharqi, 59, ambos empresários, e Morad Tahbaz, 67, um ambientalista que também possui nacionalidade britânica. Mais duas pessoas estão em prisão domiciliar, mas suas identidades não foram reveladas.
Os iranianos a serem libertados são: Mehrdad Moin-Ansari, Kambiz Attar-Kashani, Reza Sarhangpour-Kafrani, Amin Hassanzadeh e Kaveh Afrasiabi.
